CIBER, Inc. and its subsidiaries, collectively, are international, diversified, system integration and information technology or IT services consulting firm. The Company's services are offered on a project or strategic staffing basis, in both custom and enterprise resource planning or ERP package environments, and across all technology platforms, operating systems and infrastructures. CIBER's reportable segments are its five primary operating divisions, which are organized internally mainly by the nature of their services, client base and geography. They consist of the Company's Europe division, which includes Eastern Asia, Australia and New Zealand, and its four domestic divisions, which consist of Commercial, State & Local Government, Federal Government and Enterprise Solutions. CIBER's Europe division provides a range of IT consulting services, including package software implementation, application development, systems integration and support services. The Company's Commercial, State & Local Government and Federal Government divisions comprise its U.S. geographically-based operations that provide IT services and products in custom-developed software environments. These offices report to a division based on their primary client focus category; however, they might have clients that fall into another category. CIBER's India-based operations are considered part of its Commercial segment. The Company's Enterprise Solutions division mainly provides enterprise software implementation services, including ERP and supply chain management software from software vendors such as Oracle, SAP and Lawson for U.S. customers. CIBER's clients consist mainly of Fortune 1000 and middle market companies across most major industries, as well as governmental agencies in the U.S. and abroad. The Company's main competitors include Accenture Ltd., BearingPoint, Inc., CACI International, Inc., CGI Group Inc. and MAXIMUS, Inc. It also competes with privately-held local and regional IT consulting firms, as well as the service divisions of various software developers. As part of the process, the government agency reviews CIBER's performance on the contract, its pricing practices, CIBER's cost structure and its compliance with applicable laws, regulations and standards.
