It provides wastewater services to customers in Delaware. In addition, it provides contract water and wastewater operations, and water and sewer Service Line Protection Plans. The Company faces competition from other water and wastewater utilities for the acquisition of new exclusive service territories. The Company's water and wastewater utility operations are subject to regulation by their respective state regulatory commissions, which have broad administrative power and authority to regulate rates charged for service, determine franchise areas and conditions of service, approve acquisitions, authorize the issuance of securities and other matters.
