This problem will occur when you use program such as AdSubtact PRO.
Because our site uses frames to display the left side tanned pages, launched using JavaScript, some programs
such as AdSubtract PRO treats these pages as pop-up advertisments and hence prevent you from displaying the content.
The solution to this problem:
DoubleClick on AdSubtract PRO
Select Filters from the Top menu
Click on the button for "Add"
Add the domain barchart.com
Un-select Pop-Up Windows from the Annoyances Menu
Click OK to save and apply your settings

When I go to the Java Site I have to Log in twice

This suggests you have a conflict with Java on your machine.
Please try the following:
Go to Control Panel.
Double click on the Java Pluggin (if you have more than 1 do it for all of them)
Click on the browser tab
Un-check Microsoft Internet Explorer
Click on Apply.
